  • 2020 Street Repaving

Beginning on Sunday evening, September 13, and for the next several weeks, the State and City will be milling, paving and re-striping numerous streets within the City of Martinsburg – including Winchester Avenue, King Street and N. Queen Street and various City streets.   The milling and paving of Winchester, King and N. Queen will be completed in three phases. Phase One: Work will begin on Queen Street at the intersection of Cloud Street and will end at the junction of Queen and King Street. Phase Two: Work will begin at the intersection of Queen Street on King Street and will end at the junction of King Street and Winchester Avenue. Phase Three: Work will begin at the intersection of King Street on Winchester Avenue and will end near the junction of Winchester Avenue and Sheridan Avenue. Milling operations will advance approximately four days ahead of paving operations, therefore some phases may overlap. The road will be closed in two block sections at a time and detour signs will be posted. Motorists are advised to travel with caution through the work zone and stay alert. The contractor anticipates the work on Winchester, King and N. Queen will be completed in approximately two weeks. Exact schedule is weather dependent.

Then, the contractor will begin the milling and paving of City owned and maintained streets.  The Martinsburg Police Department will be enforcing no parking on the Winchester Avenue, King Street, N. Queen Street route during the milling and paving periods from 7pm to 6am. Please make other parking arrangements during the two weeks if you normally park on the paving route. City street paving will also require motorists and residents to remove parked vehicles from City streets.  The the schedule for the paving and milling of City streets will be made available as the schedule is set and will be updated on this site.  The City of Martinsburg and the Martinsburg Police Department appreciates the cooperation of the community to complete this project.
