FULL TIME PUBLIC WORKS-LABORER-STREET

The City of Martinsburg has immediate openings for full-time positions as a Public Works- Laborer-Street Department.

Graduation from high school or GED equivalent required for position. Duties include performing various manual labor tasks for street and sanitation operations, performing traffic control in City crew work areas and cleaning and maintaining City vehicles.    

Position assists mechanics with shop duties, assists in City construction projects including digging drainage ditches, culvert maintenance, concrete work and repair of streets and roads. Duties include cutting grass, trimming and maintaining trees, and assisting in landscaping duties and brush removal. Loading and unloading of heavy material from trucks and/or vans is required.  

Employee must be able to meet all physical requirements of the job including the ability to work outside, regularly lift and/or move up to 100 pounds and regularly perform physical labor. Valid driver’s license required for position. Pay grade 7-$28,786 with excellent benefit package. UTILITY CLERK POSITION 

The City of Martinsburg is accepting applications for the position of Utility Clerk.                            

This position encompasses a variety of technical, professional and administrative functions giving primary responsibility to utility billing and customer assistance. Secondary responsibility is to serve as backup to Cashier I.

High school diploma or GED equivalent required and a combination of three (3) years of general office, communications, records management, or collection experience. Some advanced education or training is preferred. This position requires knowledge of application software utilizing on-line real-time concepts. Knowledge and understanding of computer and data processing programs is required, including, but not limited to, Microsoft Windows, Word and Excel. The successful candidate will have strong customer service orientation with positive customer service skills. Candidates must be able to work with difficult customers calmly and effectively. Applicant must be able to perform accurate, detailed and timely work. Applicant must have knowledge of municipal operations and comprehensive knowledge of applicable provisions of the State of West Virginia. Skill in operation of multi-line switchboard phone system and typical office machines is also required.

CITY OF MARTINSBURG

FULL-TIME PARKING ATTENDANT II

The City of Martinsburg is accepting applications for the full-time position of Parking Attendant II.

Graduation from high school or GED, or any equivalent combination of education is required.

The Parking Attendant II travels assigned routes, reads parking meter dials, records expired meters on violation forms and issues citations. Responsible for maintaining computerized records for parking citation violations and delinquent accounts. Monitors and reviews billings and follows-up on delinquent parking fines. This position also provides information for parking violation notices or other related parking actions as required.  Responsibilities include processing all purchase orders related to parking department matters, answering all customer inquiries or requests for information, maintenance and repair of meters, replacing defective meters and, testing meters for accuracy.     

The Parking Attendant II will perform collection of parking revenue from individual meters using mechanical collection device and collect fine revenue from locked boxes at several locations. This position requires appearing in court when fines are contested. Position will perform related duties as assigned.

Applicants must be able to stand and walk for extended periods in the course of job duties and meet all physical requirements of the position. This position works outdoors in heat, cold and other types of weather events. A background check, physical and drug screen must all be satisfactory as part of the employment process.
