Wastewater Treatment Plant Operator I, II, III

 The City of Martinsburg has an opening for a Wastewater Treatment Plant Operator I (minimum wage $36,991) Operator II (minimum wage $38,286) and/or Operator III (minimum wage $41,013). Wage offer will be dependent on required certification level. Class III Plant Operator certification preferred but all qualified applications accepted.

Two (2) years of experience (Operator I) or three (3) years of experience (Operator II and Operator III) in a wastewater utility, or any equivalent combination of education and experience.  Must possess and maintain the appropriate West Virginia Health Department Certifications and a valid driver license. Position monitors all wastewater plant equipment, collects samples and analyzes in accordance with local, state and Federal requirements. Gathers and tests wastewater samples for plant efficiency reports and records data. Operates, cleans and maintains all wastewater plant equipment. Assists in sample collection, operates sludge press. Performs related duties as assigned.

FULL-TIME PLANNING DEPARTMENT HOUSING INSPECTOR

 The City of Martinsburg Planning Department has an immediate opening for a full-time Housing Inspector. Graduation from high school or GED equivalent and three (3) years of experience in general construction, building inspection and related fields or any equivalent combination of education and experience. Must demonstrate successful training and passage of the Property Maintenance & Housing Inspector certification by the International Code Council; 64 Property Maintenance & Housing Inspector (as outlined in Legislative Rule, Title 87, Series 7, providing standards for certification and continuing education of public sector building code officials, inspectors and plans examiners.) within 2 years of hire.

Applicant must possess working knowledge of applicable laws, standards and regulations relating to building and construction codes, a thorough knowledge of carpentry, masonry and cement work standards and a working knowledge of inspection techniques related to construction.  

Successful candidate will have the ability to prepare, organize and maintain inspection file data, reports and systems; ability to analyze problems and data and use sound judgment in decision making, the ability to produce or obtain reports, graphs, charts, photographs, evidence or exhibits as required. Applicant must be detail oriented and able to communicate clearly, concisely and legibly and to testify in court in an objective, concise and professional manner.

A valid driver’s license is also required for the position and must be maintained during employment. Applicant must be able to meet all physical requirements of position, including the ability to work outdoors, stand and walk on a regular basis, occasionally lift and/or move up to 25 pounds.

COMPETITIVE EXAMINATION AND

CERTIFIED LIST OF ELIGIBILITY FOR THE

POSITION OF FIREFIGHTER/EMT-BASIC IN

THE MARTINSBURG FIRE DEPARTMENT

Notice is hereby given that the Martinsburg Fire Civil Service Commission is accepting applications to test for the position of Firefighter/EMT-Basic in the Martinsburg Fire Department. The individuals that successfully satisfy all the requirements will remain on a list of eligible candidates for a period of three years in the event an opening does occur.

In order to be placed on the list of eligible candidates, an interested person must:

  • Be between the ages of 18 and 35 at the time of application. (Copy of birth certificate MUST be submitted along with application).
  • Secure from the City Recorder’s office, or online at cityofmartinsburg.org (employment section), an application for the position of Firefighter/EMT-Basic. Applications must be completed and returned to the City Recorder’s office no later than 5:00 PM on Friday, January 29, 2021.
  • Undergo and achieve a passing score on a physical agility test on Saturday, February 6, 2021. Failure to achieve a passing score will eliminate candidates from proceeding further through the process. Candidate MUST get clearance from physician to participate in physical agility test. Form is included with application.
  • Undergo and achieve a passing score on a competitive written examination on Friday, February 5, 2021.
  • Appear for appropriate oral interviews.
  • Undergo a complete medical examination testing the applicant’s general physical condition in a manner prescribed by the Commission.
  • Possess a high school diploma or G.E.D. Copy MUST be submitted along with application.
  • Must possess a valid driver’s license. Copy MUST be submitted along with application.
  • Must obtain certification as an EMT-Basic by the WV Office of Emergency Medical Services within ninety (90) days of employment with the City of Martinsburg Fire Department. Individuals with a current EMT-Paramedic or EMT-Intermediate certification are encouraged to apply.
  • Must live within 20 air miles of the Courthouse at the corner of S. Queen Street and W. King Street within 90 days following employment.

Anyone not meeting the above requirements, as set by the Fire Civil Service Commission, will not be placed on the list of eligible candidates.

The starting pay for Firefighter/EMT-Basic is $ 41,013 plus automatic overtime of $3,482 for a total salary of $44,495. Employees of the City of Martinsburg are offered a range of fringe benefits including; vacation leave, sick leave, personal leave, health/life/vision and dental insurance benefits, longevity pay and fire pension plan, all of which the Firefighter is entitled to.

New hires that possess a current EMT-Paramedic through the West Virginia Office of Emergency Services or are certified elsewhere as an EMT-Paramedic and are able to obtain legal recognition as an EMT-Paramedic by the WV Office of Emergency Medical Services within ninety (90) days of first date of employment will receive a $3,000 sign-on bonus, with new hires being required to sign a minimum of two-year commitment with the City.

Competitive Examination and Certified List of Eligibility

 to Probationary Police

Officer in the Martinsburg Police Department

 

Notice is hereby given pursuant to the West Virginia Code 8-14-13, that position(s) for the rank of Probationary Police Officer exist in the Martinsburg Police Department and will be filled by appointment by the City Manager from a list of eligibles certified by the Martinsburg Police Civil Service Commission.


In order to be placed on the list of eligibles, an interested party must:

  • Be between the ages of 18 and 40 at the time of application.
  • Secure, from the City Recorder’s office or online at cityofmartinsburg.org, an application for employment for the position of probationary Police Officer. The correct Application MUST be completed, verified and returned to the City Recorder no later than 5 PM on Wednesday February 24, 2021. Applicants must undergo and achieve a passing score on a competitive written exam, on Saturday, March 6 at 8 AM.
  • On the date of exam, successful applicants will achieve a passing score on a physical agility screening test for WV state and local law enforcement officers. Certification of a physician will be required prior to participating in any physical testing and must be presented on the day of the exam.
  • Undergo a complete medical examination testing the applicant’s general physical condition in a manner prescribed by the Commission.
  • Undergo a complete psychiatric examination testing the applicant’s mental stability for appointment in a manner prescribed by the Commission.
  • Submit to and cooperate with authorities in a background investigation as to the applicant’s suitability for the position.
  • Appear for scheduled oral interviews.
  • Submit to any additional examinations as to the applicant’s suitability for the position in a manner prescribed by the Commission.

Probationary Police Officer is paygrade 19, beginning at 45,472. Employees of the City of Martinsburg are provided a range of fringe benefits including vacation leave, sick leave, personal leave, health/life/dental and vision insurance, longevity pay, police pension and modified take home vehicle policy.

Applicants with a current WV Law Enforcement Certification will receive a $3,000.00 sign on bonus, if hired.

West Virginia residency is NOT required, however, officers must live within 25 air miles of the Town Square within 90 days of employment.

The City of Martinsburg is always accepting police and fire applications, which will be placed on the list for notification for the next test. There is no way to determine when that is, as we do not know when we may have turnover or when the current list of eligible candidates might be exhausted.
