 The City of Martinsburg Planning Department has an immediate opening for a full time Code Enforcement Officer. Graduation from high school or GED equivalent and two (2) years of experience related to inspection, land use, or any related fields and the ability to obtain required certification through the International Code Council as a “Property Maintenance Inspector” within 2 years of hire.

Applicant must possess working knowledge of code enforcement principles, practices and methods, applicable laws, standards and regulations relating to various land use, nuisance and public safety codes, and a working knowledge of inspection techniques required.

Successful candidate will have the ability to prepare, organize and maintain inspection file data, reports and systems; ability to analyze problems and data and use sound judgment in decision making, the ability to produce or obtain reports, graphs, charts, photographs, evidence or exhibits as required. Applicant must be detail oriented and able to communicate clearly, concisely and legibly and to testify in court in an objective, concise and professional manner.

A valid driver’s license is also required for the position. Applicant must be able to meet all physical requirements of position, including the ability to work outdoors, stand and walk on a regular basis, occasionally lift and/or move up to 25 pounds.

Job Description for Code Enforcement Officer



The City of Martinsburg is accepting applications for full-time Fire Inspector/Plans Examiner (Civilian Position) in the Planning Department. This position reports to the City Engineer/Planning Director.   

Graduation from high school or GED equivalent. Requires at least 5 years of fire or codes related experience or an equivalent combination of education and experience. Requires NFPA 1031 Plans Examiner I with Plans Examiner II preferred; Fire Inspector II certification, with Fire Inspector level III certification preferred; as well as must meet all certification standards established by the West Virginia Fire Commission. Must successfully complete (within 24 months) and maintain Building Plans Examiner and Residential Building Plans Examiner certifications according to West Virginia Code Title 87 Series 7.   

The Fire Inspector/Plans Examiner plans, schedules, inspects and evaluates public, commercial and residential structures to ensure compliance with jurisdiction, state and federal fire codes and ordinances and reviews plans for compliance with fire codes; coordinates inspections and discusses findings and recommendations with other city or state agencies as appropriate; and assists in conducting fire investigations.

This position works closely with municipal code compliance officials on building code enforcement operations affecting fire safety; performs plans reviews to evaluate floor plans, electrical, mechanical and other systems relative to fire safety; attends meetings, enforces fire and other related codes and standards by informing and advising responsible party of corrective actions required; issues notice of code violation for non-compliance and conducts follow-up inspections to ensure corrective action is taken.

The Fire Inspector/Plans Examiner is responsible for public education and fire prevention programs; will give presentations to various groups related to fire safety and prevention and attend various meetings.                                                                                               

Pay Grade 14 with salary range of $38,286-$72,743 dependent on qualifications, with an excellent benefit package. Application with resume must be filed with the Human Resource Director, 232 N. Competitive Examination and Certified List of Eligibility

 to Probationary Police

Officer in the Martinsburg Police Department


Notice is hereby given pursuant to the West Virginia Code 8-14-13, that position(s) for the rank of Probationary Police Officer exist in the Martinsburg Police Department and will be filled by appointment by the City Manager from a list of eligibles certified by the Martinsburg Police Civil Service Commission.

In order to be placed on the list of eligibles, an interested party must:

  • Be between the ages of 18 and 40 at the time of application.
  • Secure, from the City Recorder’s office or online at, an application for employment for the position of probationary Police Officer. The correct Application MUST be completed, verified and returned to the City Recorder no later than 5 PM on Wednesday February 24, 2021. Applicants must undergo and achieve a passing score on a competitive written exam, on Saturday, March 6 at 8 AM.
  • On the date of exam, successful applicants will achieve a passing score on a physical agility screening test for WV state and local law enforcement officers. Certification of a physician will be required prior to participating in any physical testing and must be presented on the day of the exam.
  • Undergo a complete medical examination testing the applicant’s general physical condition in a manner prescribed by the Commission.
  • Undergo a complete psychiatric examination testing the applicant’s mental stability for appointment in a manner prescribed by the Commission.
  • Submit to and cooperate with authorities in a background investigation as to the applicant’s suitability for the position.
  • Appear for scheduled oral interviews.
  • Submit to any additional examinations as to the applicant’s suitability for the position in a manner prescribed by the Commission.

Probationary Police Officer is paygrade 19, beginning at 45,472. Employees of the City of Martinsburg are provided a range of fringe benefits including vacation leave, sick leave, personal leave, health/life/dental and vision insurance, longevity pay, police pension and modified take home vehicle policy.

Applicants with a current WV Law Enforcement Certification will receive a $3,000.00 sign on bonus, if hired.

West Virginia residency is NOT required, however, officers must live within 25 air miles of the Town Square within 90 days of employment.
