The City of Martinsburg, West Virginia, located in the heart of the Eastern Panhandle, is seeking a Utilities Director to supervise the operations of two water treatment plants and one wastewater treatment plant and associated infrastructure.
Graduation from college or university with a degree in Environmental Science, Public Health, Public Administration or Engineering or a closely related field and five (5) years of experience related to the supervision of staff, construction, repair and maintenance of water distribution, wastewater collection or treatment systems or any equivalent combination of education and related experience.
The Utilities Director works under the direction of the City Manager and oversees a staff of 25 employees within the Utilities (Water and Sewer) Department.
Salary range $59,878-$110,774 negotiable, dependent on qualifications, with comprehensive benefit package.

Stormwater Program Interns
The City of Martinsburg has three (3) positions available in the Public Works Department for:
Stormwater Program Summer Interns
Summer intern positions will focus on digitizing past construction files and all relevant infrastructure data, collecting new information in the field, digitizing and georeferencing existing engineer drawings of stormwater infrastructure and the creation and/or maintenance of a geodatabase of all collected field data and documentation. This will include processing all collected data to the MS4 infrastructure map, creating a digital inventory and uploading to a network drive. Interns will also contribute to other duties and projects as assigned.
The summer intern positions are for a twelve (12) week period working approximately forty (40) hours per week with no benefits at a rate of $13.00 per hour. This is an ideal opportunity for upper division students with a major in environmental studies or related field. The City of Martinsburg is accepting applications for four (4) positions as Temporary Seasonal Part Time Laborers-Public Works. This temporary seasonal employment, typically working 40 hours per week, will be for a period not to exceed ninety (90) days. Pay rate is $13.00 per hour with no benefits. Applicants must be at least 18 years of age with a high school diploma or GED equivalent.
Successful applicant will possess knowledge of small equipment, various common hand and power tools, light motorized vehicles and all tools associated with manual work assignments.
Candidate must be able to perform heavy manual tasks for an extended period of time including potentially lifting garbage and/or recyclables and be able to meet all of the physical requirements of this position. Work is generally outdoors in all types of weather.
Candidate must be able to work safely and be able to work positively with the public.
