City Engineer/Planning Director


City Engineer/Planning Director
The City of Martinsburg, West Virginia, located in the heart of the Eastern Panhandle, is seeking a City Engineer/ Planning Director.
Graduation from a four year college or university with a degree in Civil Engineering or Urban Planning required.

Knowledge of civil engineering principles and municipal zoning, planning and project management is applicable. Professional civil engineering and/or municipal urban planning experience preferred.  

The City Engineer/Planning Director works under the direction of the City Manager and oversees a staff of eight (8) employees within the Engineering/Planning Department.   
Salary range $58,696-$99,783 negotiable, dependent on qualifications, with comprehensive benefit package.

CITY OF MARTINSBURG
FULL TIME PUBLIC WORKS-LABORER-SANITATION


The City of Martinsburg has an immediate opening for a full time Public Works- Laborer-Sanitation Department.

Graduation from high school or GED equivalent required for position. Duties include performing manual labor tasks for various street and sanitation operations. Duties will include, but not be limited to, assisting with waste, recyclable and miscellaneous collections, performing traffic control in City crew work areas, cleaning and maintaining City vehicles. Position will perform typical manual duties associated with a labor position and all other duties as assigned.     

Position assists mechanics with shop duties, and assists in City construction projects including digging drainage ditches, culvert maintenance, concrete work and repair of streets and roads. Cuts grass, trims and maintains trees, and assists in landscaping duties and brush removal. Loads and unloads heavy material from trucks and vans.  A laborer also operates light motorized vehicles and various common hand and power tools in the course of work.     

Candidate must be able to meet all physical requirements of the job including the ability to work outside, regularly lift and/or move up to 100 pounds and regularly perform physical labor. Valid driver’s license required for position. $28,500 with excellent benefit package. Competitive Examination and Certified List of Eligibility
 to Probationary Police
Officer in the Martinsburg Police Department


Notice is hereby given pursuant to the West Virginia Code 8-14-13, that position(s) for the rank of Probationary Police Officer exist in the Martinsburg Police Department and will be filled by appointment by the City Manager from a list of eligibles certified by the Martinsburg Police Civil Service Commission.

In order to be placed on the list of eligibles, an interested party must:
•    Be between the ages of 18 and 40 at the time of application.
•    Secure, from the City Recorder’s office or online at www.cityofmartinsburg.org, an application for employment for the position of probationary Police Officer. The correct Application MUST be completed, verified and returned to the City Recorder no later than 5:00 PM on Wednesday, July 19, 2017. Applicants will be notified of the time and place of testing, and must undergo and achieve a passing score on a competitive written exam, date, time and location to be announced.
•    On the date of exam, successful applicants will achieve a passing score on a physical agility screening test for WV state and local law enforcement officers. Certification of a physician will be required prior to participating in any physical testing and must be presented on the day of the exam.
•    Undergo a complete medical examination testing the applicant’s general physical condition in a manner prescribed by the Commission.
•    Undergo a complete psychiatric examination testing the applicant’s mental stability for appointment in a manner prescribed by the Commission.
•    Submit to and cooperate with authorities in a background investigation as to the applicant’s suitability for the position.
•    Appear for scheduled oral interviews.
•    Submit to any additional examinations as to the applicant’s suitability for the position in a manner prescribed by the Commission.
Probationary Police Officer is a pay grade 18, beginning at $41,611. Employees of the City of Martinsburg are provided a range of fringe benefits including vacation leave, sick leave, personal leave, health/life/dental and vision insurance, longevity pay, police pension and modified take home vehicle policy.
Applicants with a current WV Law Enforcement Certification will receive a $3,000.00 sign on bonus, if hired.
West Virginia residency is NOT required, however, officers must live within 25 air miles of the Town Square within 90 days of employment.
Anyone not meeting the above requirements, as set by the Commission, will NOT be placed on the list of eligibles.

 Economic and Community Development Director
The City of Martinsburg, West Virginia, located in the heart of the Eastern Panhandle, is seeking an Economic and Community Development Director.
Reporting to the City Manager, the incumbent will facilitate, administer and promote Economic Development initiatives for the City of Martinsburg.
Essential functions:
•    Identify, source and foster economic and community development opportunities and strategies.
•    Develop initiatives to attract, expand and retain business in order to further develop the community.
•    Secure and administer funding for development plans and projects.
•    Manage the public process dealing with development initiatives and maintains data tracking systems.
•    Cultivate professional networks and promote the community to expand the general business footprint.
•    Evaluate program/project effectiveness.
Essential skills:
•    Strong management and administration skills.
•    Highly proficient level of computer skills to include producing market research, analysis, financial reports and presentations.
•    Understanding of government processes, including the areas of fiscal knowledge, legislation and resources.
•    Ability to communicate clearly and concisely, both orally and in writing.
•    Public speaking and participation in community events.
•    Time management, stress management, negotiation and mediation skills.
•    Ability to present a positive and professional image of the City demonstrating integrity and strong ethics in the performance of assigned tasks.
Bachelor’s degree in Business, Economics, Marketing or Public Administration combined with two (2) years of experience. Certified Economic Development (CED) status desirable. Equivalencies will be considered.
Salary $65,000-$80,000 negotiable dependent on qualifications with a comprehensive benefit package.
