City Projects

The following is a list of current projects within the City of Martinsburg. This list may not be inclusive of all projects within the City. For additional information, please contact the City of Martinsburg at (304) 264-2131, Ext. 277.


Community and Economic Development Projects
North Queen Street Underpass Improvements
  1. North Queen Street Underpass Water and Sewer Lines:

Phase 1 of 3 project phases.  This phase replaces existing water and sewer lines with new utilities.  Project will enhance existing service while also providing utility service to properties, allowing for future economic development activity.

Construction completion date estimated to be the end of November 2017.

Project Cost:  $834,490 – City Funded


  1. North Queen Street Underpass Enhancements:

Phase 2 of 3 project phases.  This project will allow for enhancements to the CSX Underpass such as:  cleaning and painting existing walls, picket railing, new guardrail, new lighting and decorative bridge painting.

This project will be an enhanced gateway to the Historic Downtown Martinsburg.

Project to be bid fall of 2017.  Completion date TBD

Estimated Project Cost:  $450,000 – City Funded

 

  1. North Queen Street Underpass Streetscape Improvements:

Phase 3 of 3 project phases.  This project will allow for new sidewalks, ADA curb ramps, decorative lighting, trash cans, trees, fencing and signage on N. Queen Street from Pennsylvania Avenue to Race Street.

Design to be completed Fall 2017.  Bid date to be determined as funds are available for this phase.

Estimated Project Cost:  $450,000 – City Funded

Gateway and Wayfinding Signage System

Project will provide for three (3) new gateway signs, several secondary gateway signs and various wayfinding signs to Historic Downtown Martinsburg attractions.

Estimated bid date is Winter 2018.  Estimated construction in Spring 2018.

Estimated Project Cost:  $400,000 – City Funded

Martinsburg Train Station Corridor Project

Project will allow for new sidewalks on East Martin Street from Queen Street to White Avenue, brick street restoration, new decorative lights, banners and bike rack.

Project funded by WVDOT (80%) and City of Martinsburg (20%).  To date, $287,000 secured.  WVDOT TA Grant for $846,000 submitted 2017.

Design is on-going and to be completed by Fall/Winter 2017.  Estimated bid date Fall/Winter 2017/2018 or Winter/Spring 2018.

EPA Brownfields Grant

City received an EPA Brownfield’s Grant in 2015 in the amount of $400,000.  Grant is being used to assess various sights in Martinsburg for re-development purposes.  Grant will provide for site assessments and clean-up that may provide for a redevelopment project.  Project on-going.

City of Martinsburg Comprehensive Plan Update

The City is in the process of completing an update to the City’s Comprehensive Plan.  Project on-going.

Estimated completion date 2018.

Project Cost:      $89,424 – City Funded

Big Springs Water Plant

The City will complete upgrades to the plant utilizing granulated activated  carbon.

Estimated completion date is Feb/March 2018.

Project Cost:      $4.5M – City Funding (to potentially be reimbursed by USAF).

East Burke Street Bridge (WVDOT / CITY)

Project will upgrade the bridge’s stone arch, replace sidewalks and railing.  Project funded by WVDOT (80%--$1.9M) and City of Martinsburg (20%--$480K).

Project bid opening was in September 2017. Low bid--$2.4M.

Estimated completion date Summer 2018

Oak Street Bridge Project (WVDOT / CITY):

Project will replace the present Oak Street Bridge.  New bridge will be located in close proximity to existing bridge. 

Project funded by WVDOT (80%--$680K) and City of Martinsburg (20%--$170K)

Bid opening May 2017.

Estimated completion date is Spring 2018.

FY 2017-18 Street Repaving

Street repaving to occur Spring/Summer 2018.

Estimated Cost:   $750,000 City and CDBG Funded

New Police Department and Municipal Court Facility

City Council authorized the construction of a new Police Department and Municipal Court facility in August 2016. Space analysis complete and schematic design phase on-going as of May 2017.  New facility is to be located at 125 W. Race Street (former American Legion building located at the rear of City Hall.)

Design to be completed October 2017; Bid November 2017; Construction to commence January 2018 with the estimated completion date July 2019.

Estimated cost: $13.5M  - City Funded


Other City Projects

SANITARY AND STORMWATER INFRASTRUCTURE ASSESTS MANAGEMENT INVENTORY AND ASSESSMENT PRORAM GRANT – Chesapeake Bay Grant - $580,000 (WVDEP / EPA - $290,000; City match - $290,000) The City is working with Region 9 Planning and Development Council on this grant.  Project on-going

STORMWATER REVENUE FINANCING GRANT – Chesapeake Bay Grant - $145,00 (72,500 WVDEP/EPA; City match - $72,500) The City is working with Region 9 Planning and Development Council on this grant.  Project to commence in 2017.

CITY HALL FINANCE DEPARTMENT AND PLANNING DEPARTMENT COMPUTER UPGRADE PROJECT – Project on-going.

CITY OF MARTINSBURG NEW WEBSITE – Completed August 2017

FEMA FIRE GRANT – Firefighters Grant Program – Grant submitted in the amount of $410,398 with 5% City match for Self-Contained Breathing Apparatus. City was awarded grant funding in the amount of $300,660 with a 5% City match.

CITY HALL PARAPET WALL REPAIR – Project  completed June 2017 - $29,500 - City Funded
