Historic Preservation Review Commission
Meeting Time: 6:30p.m. on first Monday of each month.
Board Members: Consists of nine members.
The Historic Preservation Review Commission (HPRC) was created by the City of Martinsburg Council to assist in the preserving buildings, structures, and sites of historical and architectural significance within the Historic Preservation Overlay District. The Commission is comprised of nine members - all residents of Berkeley County - who meet the first Monday of each month at 6:30p.m. to fulfill this legal charge, which includes application review for Certificates of Appropriateness.
The HPRC adheres to the guidelines found in Article X of the City of Martinsburg Zoning Ordinance. The Commission reviews all plans for the construction, alteration, repair, and designs, including painting, moving or demolition of structures in the Historic Preservation Overlay District.
No building or structure exposed to public view, including fences, steps and paving or other appurtenant fixtures, public or private, can be constructed, altered, restored, moved or demolished within the Historic Preservation Overlay District until the commission has approved the plans and issued a Certificate of Appropriateness.
The Commission members serve only as technical advisors. While we can't actually design or plan your project for you, we can, at your request, guide you to information that may be helpful in accomplishing your goals in a historic setting, with creativity, style and common sense.

HPRC Applications are to be submitted to the City Planner's office no later than the specified deadline date posted for each month's meeting.
Applications may be filled out online and printed or emailed to planning@cityofmartinsburg.org
Payment and original signature are required prior to meeting.
The HPRC recommends adherence to the Secretary of the Interior's Standards for the Treatment of Historic Properties for preserving, rehabilitating, restoring and reconstructing historic buildings.

The City of Martinsburg does not provide tax credits for historic rehabilitation, however several sources may be available for your project at the State and Federal level.
