Trash and Recycling
The City of Martinsburg provides garbage collection to all residents. Residents are billed annually beginning in July at a rate of $450.00. However, if the bill is paid in full within twenty days of the billing date the resident receives an 18% discount.
Collection schedules vary depending on where you live in the City. However, all residents receive two garbage pickups per week on a schedule as follows:
Monday and Thursday OR Tuesday and Friday
Owners of rental property in which alternative garbage pick-up arrangements have been adequately documented MUST collect and dispose of garbage on a schedule which adheres to the City of Martinsburg collection schedule for that area, in order to avoid an accumulation of rubbish.
Containers should be placed at the curb line no earlier than 5:00 p.m. the day prior to the scheduled day for collection and no later than 5:30 a.m. on the scheduled day for collection.
No garbage bag should weigh more than thirty (30) pounds and garbage should not be wedged into containers in a manner rendering it impossible for City employees to remove it.
Solid waste collection from any one pickup site, either residential or nonresidential, shall not exceed five standard garbage bags.
There is a flat charge and fee for dumpster pickups for three cubic yard dumpsters as follows:
- $1,850 per year for one pickup per week
- $3,700 per year for two pickups per week
- $5,500 per year for three pickups per week
- $7,400 per year for four pickups per week
- $9,250 per year for five pickups per week

Garbage is not collected on any City holiday.
