City of Martinsburg Single Stream Recycling - See below for more information regarding collection and acceptable items (including glass bottles). Please do not put recyclables in a bag - place them in a rigid container.

  • Pick-up will still be on your regular recycling day.
  • If your trash collection is Monday/Thursday, your recyclables will be collected on the 1st and 3rd Wednesday of the month.
  • If your trash collection is Tuesday/Friday, set yours out on the 2nd and 4th Wednesdays.

The Public Works Department consists of thirty-two (32) Street, Sanitation and Stormwater employees, including a Public Works Director and Secretary. These employees perform such duties as garbage collection, street sweeping, minor roadway repairs and snow removal.

The City of Martinsburg has an annual Spring Clean-up Campaignin which residents may drop off one load of refuse at the E. Stephen Street Recycling Facility at no charge. Residents are encouraged to take advantage of this campaign and tidy up their neighborhoods.

The Public Works Department is also responsible for administering the Stormwater Management program.

Garbage Collection

The City of Martinsburg provides garbage collection to all residents. Residents are billed annually beginning in July 2024 at a rate of $450.00. However, if the bill is paid in full within twenty days of the billing date the resident receives an 18% discount.

Collection schedules vary depending on where you live in the City. However, all residents receive two garbage pickups per week on a schedule as follows:

Monday and Thursday or Tuesday and Friday

Owners of rental property in which alternative garbage pick-up arrangements have been adequately documented MUST collect and dispose of garbage on a schedule which adheres to the City of Martinsburg collection schedule for that area, in order to avoid an accumulation of rubbish.

Containers should be placed at the curb line no earlier than 5:00 p.m. the day prior to the scheduled day for collection and no later than 5:30 a.m. on the scheduled day for collection.

No garbage bag should weigh more than thirty (30) pounds and garbage should not be wedged into containers in a manner rendering it impossible for City employees to remove it.

Solid waste collection from any one pickup site, either residential or nonresidential, shall not exceed five standard garbage bags.

There is a flat charge and fee for dumpster pickups for three cubic yard dumpsters as follows:

  • $1,850 per year for one pickup per week
  • $3,700 per year for two pickups per week
  • $5,550 per year for three pickups per week
  • $7,400 per year for four pickups per week
  • $9,250 per year for five pickups per week

Garbage is not collected on any City holiday unless otherwise posted. The City of Martinsburg observes the following holidays:

Martin Luther King Day

Presidents Day

Memorial Day

Juneteenth

West Virginia Day (June 20)

Independence Day

Labor Day

Columbus Day

Veterans' Day

Thanksgiving Day and the following Friday

Christmas Day

All election days and any days declared holidays by the Governor of West Virginia.

Recycling

All City of Martinsburg residents are reminded that curbside recycling is mandatory, per State Law, in the City limits with the following schedules:

Curbside Recycling Schedules

  • If you receive Monday and Thursday garbage collection service, your recyclables will be collected on the first and third Wednesday each month.
  • If you receive Tuesday and Friday garbage collection service, your recyclables will be collected on the second and fourth Wednesday each month.

Recycling can be dropped off at the Recycling Center on Saturdays from 8:30 AM until 2:30 PM only.

All residents and businesses are required to recycle the following items:

  • Glass Containers (clear, brown, green): Please rinse containers and discard lids.
  • Aluminum and Steel cans: Please rinse
  • Newspaper: Please tie with string into bundles and keep dry

Recycling Tips

The City of Martinsburg requires you to separate glass by color, to help facilitate curbside collection. Aluminum and steel/tin cans can be placed together. Plastic is not accepted. City residents and business owners are required to provide their own rigid containers for curbside recycling. Please do not use plastic garbage bags, paper bags, or cardboard boxes as recycling containers.
