• This project will be an enhanced gateway to the Historic Downtown Martinsburg.

• Status:  Under Construction.  Completion end of 2022.

• Phase 3 of 3 project phases. This project will allow for new sidewalks, ADA curb ramps, decorative lighting, trash cans, trees, fencing and signage on N. Queen Street from Pennsylvania Avenue to Race Street.
• Design to be completed in 2022.  Construction late 2022 or 2023.
• Estimated Total Project Cost: $1,000,000 – City and Grant Funded.
• Status:  Awarded a $100,000 Transportation Alternative Grant for full engineering and design.  Awarded a $1,078,000 TA grant in February 2022 for construction.

After the completion of the new Martinsburg Police Department in 2020, the first floor of City Hall was left vacant upon the Department's departure.  City Council authorized a space analysis and full design drawings to renovate City Hall to provide more effective and efficient work space for City employees and the public.  The renovation will increase work space for employees and provide a more convenient flow for citizens.  Work is scheduled to be completed by the first quarter of 2023.

The Frog Hollow Rail Spur was constructed in the 1880s from the Martinsburg Train Station/Roundhouse Complex to the Standard Lime and Stone Company south of Martinsburg. Standard and Lime granted an easement on the Frog Hollow Rail Spur soon after its construction to the B & O Railroad – the predecessor to CSX – to operate the rail line. The Frog Hollow Rail Spur remained operational for approximately 140 years serving industry in and around the City of Martinsburg until the rails were removed in 2021. Argos USA, LLC and CSX Transportation, LLC, who have current land rights to the Frog Hollow Rail Spur have generously donated the Frog Hollow Spur the City of Martinsburg for the purpose and ultimate goal of a constructing a new multi-modal recreational trail to connect downtown Martinsburg to the existing Route 9 trail.  The City is currently under design and engineering of the trail with hopes of construction to begin in 2022.

The Raleigh Street Stormwater Project consists of the installation of multiple drainage improvements along South Raleigh St. including 518 LF of Storm Drain Pipe, 6 Storm Inlets, 5 Storm Manholes,  430 LF Concrete Curb & Gutter, 285 SY of Concrete Sidewalk/Aprons and 150 TN of Asphalt Overlay, and other miscellaneous items necessary to complete construction.  The project is intended to remedy long-standing stormwater issues on the 600 block of Raleigh Street.  Construction to begin in Summer of 2022.

The Maple Avenue Sewer Line Replacement Project consists of the relocation of the Creekside/Maple Avenue Sewer Line including the installation of approximately 186 LF of 6” PVC Sewer Line, 76 LF of 15” PVC Sewer Line, 984 LF of 18” PVC Sewer Line, 279 LF of 6” PVC Sanitary Sewer Lateral Line, 4 Sanitary Manholes, 2 Sanitary Straddle Manholes, and other miscellaneous items necessary to complete the construction.  This Project will replace a main sewer line that is almost 100 years in age and will complete the final phase of a sewer line replacement project in the N. Queen Street area that began in 2017.

The Project consists of the complete removal and replacement of the existing concrete pavement lot. The construction includes 437 LF of concrete curb, 50 LF of a concrete curb wall, 55 SY of concrete sidewalk, 1000 SY of 6” concrete pavement, 600 SY of 9” concrete pavement, 13 TN of hot mix asphalt, 388 LF of privacy fence, 55 LF of trench drain, 2 WVDOH Type B inlets, 1 modified WVDOH Type A inlet, 15 LF of 8” corrugated HDPE pipe, 135 LF of 10” corrugated HDPE pipe, 103 LF of 12” corrugated HDPE pipe, and other miscellaneous items needed to complete construction.

The Creekside District Trail Master Plan is a preliminary concept to connect the Frog Hollow Trail to Oatesdale Park along the Tuscarora Creek.  The trail is just one part of Creekside Master Plan to develop a multi-owner plan around the Matthews Foundry area that (a)  allows all parties to reference the same plan/goals/outcomes when seeking funding and (b) allow the City to ensure that all the various infrastructure requests that we might field from the area are based on a common overall development plan that emphasizes: 

• Opportunities for the public to access these businesses, the creek, and public gathering areas in a safe and attractive manner by foot, bike, and automobile;
• Appropriate access, egress, and parking for the site—specifically including the role of the Maple Street bridge for overall circulation;
• Opportunities for inclusion of a creekside or otherwise continuous trail;
• Opportunities for enhancing connectivity to adjacent areas, including the former National Fruit property and the Berkeley County Roundhouse Authority property, as supportive of their future development goals;
• Potential area branding opportunities.

To ensure adequate and professional workspace to service the constituents of Martinsburg, the Martinsburg Public Works Expansion on Boston Street will provide additional room for Martinsburg Public Works and the Martinsburg Stormwater Utility.  Currently, the staff of the Martinsburg Stormwater Utility share space within the Martinsburg Wastewater Treatment Plant.

In cooperation with the City of Martinsburg, Berkeley County Council, Berkeley County Board of Education and Martinsburg-Berkeley County Parks and Recreation (MBCPR), MBCPR is developing a new strategic and master plan to help guide MBCPR's future direction. As part of this master plan, Michael Baker International will place special emphasis on the Lake Thomas/West Quarry area and how it can connect to the City's existing park system - specifically War Memorial Park and Oatesdale Park to the future Frog Hollow Recreational Trail.

Lake Thomas consists of 14 acres of land with 9 acres consisting of a former quarry that filled with water.  Part of the master plan analysis will determine whether Lake Thomas and surrounding area can be opened to the public and, if so, what steps are required to get there.  The property is currently not open to the public and been fenced for many years.  This process is an opportunity to take a fresh look at how to connect all the major parks in the City together using the Frog Hollow trail, future Creek Side trail and Lake Thomas. The project will not happen overnight, but the master plan's goal is to set a vision.

 Lake Thomas is essentially located in the middle of Martinsburg with W. Martin Street bordering it to the south and Baltimore Street to the north.
