The Commission shall make a determination based on the merits of the application, and shall be guided by existing design standards, paying particular attention to arrangement, location and width of streets and their relation to the topography, water supply, sewage disposal, drainage, lot sizes and arrangements; the future development of adjoining lands not yet subdivided and the requirements of the Comprehensive Development Plan and Martinsburg Zoning Ordinance.
