Chief of Police, Erin Gibbons

Chief Erin Gibbons proudly serves as the Chief of Police for the Martinsburg Police Department. With 18 years of dedicated service to the community, he brings a wealth of knowledge, experience, and leadership to the role.

Chief Gibbons joined the Martinsburg Police Department 18 years ago and his dedication to law enforcement is evident through his long-standing commitment to the Martinsburg community, which he has served with integrity and distinction.

A strong believer in community policing, Chief Gibbons aims to foster growth and unity within Martinsburg. He is committed to building meaningful relationships between the community and law enforcement, facilitating open dialogue, and working collaboratively to address local concerns.

Chief Gibbons prioritizes creating a positive work-life environment within the Martinsburg Police Department. He believes that a content and well-balanced team is the backbone of effective community policing. His leadership style encourages professional development, team cohesion, and a healthy work-life balance for all MPD members.

 

Deputy Chief, Matthew Zollinger

Matthew Zollinger is a 24-year veteran of the Martinsburg Police Department who is currently the Deputy Chief of Police and oversees recruiting, community relations, and daily departmental operations.

He graduated from Fairmont State College with a bachelor's degree in criminal justice.  He served for 14 years as the coordinator of the Eastern Panhandle Drugs and Violent Crimes Task Force, and 10 years as a patrol supervisor.  Enjoys spending time with his family and being in the outdoors. 

 

 

 

Captain, Scott Doyle

Captain Doyle

Scott Doyle is a 20-year veteran of the Martinsburg Police Department and is currently the Captain, overseeing patrol functions, scheduling, payroll, and financial issues. He also oversees the MPD Bicycle Patrol division.

Scott was formerly a detective for 11 years, oversaw body-worn cameras, was a member of the WV Crimes Against Children Task Force and the US Marshals Task Force, and was a special event coordinator.

 

 

 

 

Administrative Lieutenant, Justin Darby

Justin Darby is a 22-year veteran of MPD and is currently the Administrative Lieutenant overseeing K-9 Units, the Office of Juvenile Justice Liaison (OJJDP), the Building Security Manager, and the quartermaster. He also serves as professional development coordinator, special events coordinator, and school affairs liaison.

Justin has a bachelor's degree from Marshall University and was formerly a shift commander and coordinator for the Citizens' Police Academy, Crime Prevention Liaison, and Neighborhood Watch.

 

 

 

Lieutenant, Frank Polinik

Lieutenant PolinikFrank Polinik is assigned to overseeing patrol and administrative functions, is a Special Response Team Commander, Defensive Tactics Instructor, ASP Baton Instructor, and Field Training Officer, and was formerly a member of the United States Coast Guard Reserve, serving as a Maritime Enforcement Specialist 2nd Class. He is a certified Law Enforcement Instructor through the FBI and has an undergraduate degree from Shepherd University and a Graduate degree from American Military University.

 

 

 

 

Lieutenant, Andrew Garcia

2024.3 GarciaAndrew Garcia has been with MPD since 2007 and is assigned to overseeing patrol and administrative functions, WV Eastern Panhandle Regional Director for the Mid-Atlantic Regional Gang Investigators Network (MARGIN) and specializes in Security Threat Groups. He is a certified combative instructor and has been training in combative since 2022 and training in Brazilian Jiu-Jitsu since 2021. He is a certified Law Enforcement Instructor through the FBI.  He has a bachelor’s in organizational leadership and a master's in Biblical Counseling and is working on a PhD in Criminal Justice – Leadership. García is also a Marine Corps veteran.

 

 

 

 Lieutenant, Adam Albaugh

Adam Albaugh has been with MPD for 17 years and is assigned to overseeing patrol and administrative functions,. Lieutenant Albaugh also serves as a member of the MPD Special Response Team, as a task force officer with the United States Marshals Fugitive Task Force, and as the Fusion Liaison Officer for the West Virginia Fusion Center.
