Water System
Source of Supply
The City of Martinsburg source of supply consists of two separate ground water sources providing raw water to their respective filtration plants. The City of Martinsburg also maintains an alternate source of raw water at a nearby reservoir for a backup source of supply of raw water.
Source of Supply Protection
The City of Martinsburg has adopted a Well Head Protection Plan.
Water Treatment
Kilmer Springs Water Filtration Plant
The Kilmer Springs Water Filtration Plant located at 602 Baltimore Street is a 2.0 MGD Avg. – 4.0 MGD Max. direct filtration plant consisting of the following components:
.25 million gallon raw water storage, pumping and pre-treatment, flocculation, direct filtrating with multi-media of anthracite and sand filters, disinfection and fluoridation , 1 million gallon finish water storage with multi zone pumping system, backwash pumping, waste storage system, SCADA system interfaced to other treatment plant, and distribution storage/pumping systems.
Big Springs Water Filtration Plant
The Big Springs Water Filtration Plant located at 2219 Winchester Avenue is a 2.5 MGD Avg. – 5.0 MGD Max. direct filtration plant consisting of the following components:
Raw water pumping and pretreatment, flocculation, direct filtration with multi-media filters of anthracite and sand, disinfection and fluoridation, .3 million gallon finish water storage and pumping system, backwash pumping, storage & wastewater treatment system, SCADA system interfaced with the other treatment plant, and distribution storage/pumping systems.
Water Distribution and Off-Site Storage Information
The City of Martinsburg distributes water from their two filtration plants through a network of distribution mains varying in size from 2” through 24”.
Due to topography the water system operates two distinct pressure zones within and around the city. Storage tanks consist of four separate off site storage units with a combined capacity of 4.0 million gallon storage with pumping booster stations to promote tank turn over. Martinsburg also maintains seven points of interconnection to the Berkeley County Public Service Water district to provide water to their customers.
Low Zone
The low zone is mainly serving areas at elevations of 626.00 MSL or less. This would be the original water service areas of the city eastward. Off site storage and pumping consists of Red Hill Tank Site – 2.0 million gallon storage with duplex pumping station, Western Avenue Tanks Site – .20 million gallon storage with a tri-plex pumping station and Stuckey Court Site – .267 million gallon storage with a dual booster and fire flow pumping station. This zone is equipped with numerous points of inter-connection between the high zone to enhance water transfer water between the zones during emergencies.
High Zone
The high zone is mainly serving areas between the elevations 699.00 MSL to 626.00 max of the low zone area. This would be the areas in the west end of the city including in and around the City Hospital and areas west of the Interstate 81. Off site storage for this zone is provided by the Boyd Orchard Tank Site – 1.5 million gallon storage with dual booster and fire flow pumping station. This zone is equipped with numerous points of inter-connection between the low zone to enhance the transfer of water between the zones during emergencies.
Wastewater Collection and Treatment
Wastewater Collection & Conveyance
The City of Martinsburg’s sanitary sewer system consists of over 100 miles of gravity sewer line, varying in size from 6 inches through 32 inches along with two lift stations, to convey the wastewater to the wastewater treatment plant. Older neighborhoods are served by a combined sanitary/storm sewer system that conveys both sanitary and storm water flow to the wastewater treatment plant.
Wastewater Treatment
The City of Martinsburg’s wastewater treatment plant located on East John Street extended is a 3.0 million gallon per day single stage trickling filter plant with oxidation tower, high flow screening, two stage anaerobic digestion and belt filter press for solids dewatering capable of treating up to 10 million gallons per day. Treated effluent from this facility is discharged to the Tuscarora Creek at outlet No. 001. Combined sewer overflow is discharged to the Tuscarora Creek at outlet No. 002.
