FOIA Requests

The West Virginia Freedom of Information Act (“Act”), W.Va. Code §29B-1-1 et seq., requires public bodies to provide public records in response to requests, unless those records are exempt from disclosure in accordance with the Act. The City of Martinsburg welcomes FOIA requests by interested parties and individuals.

How to File a FOIA Request

The City of Martinsburg processes FOIA requests via GovQA. You will be required to create an account and may find the information you seek is already available for your review. 

No particular form is required to submit a FOIA request. To make sure we understand exactly what you want, we must have your request in writing.

A request may be made via letter or email. If you would like to email a FOIA request, please send it to: glong@cityofmartinsburg.org. A GovQA account will be created for you and you will be able to retrieve your records there.

All FOIA requests must include:

  • Requester’s Name
  • Requester’s Address
  • Requester’s City, State, Zip
  • Requester’s Telephone Number (including area code)
  • Requester’s Email Address (if available)
  • Date of the request

Reports and documents normally distributed to the public are available at $.25 (twenty-five cents) per page.

Checks should be made payable to “City of Martinsburg”.
